Funny enough, Lysander already got what he wanted, which was to have Gaurdians in charge of the Last City iirc. With the factions disbanded and the Speaker dead, Zavala can be considered the leader of what's effectively a benevolent dictatorship.

Well that's something Lysander will use against the Vanguard. If he set Zavala up as the bad guy, he could turn a lot of people against him and the guardians.
