Hi there. Legendary and Master lost sectors do have different drop chances, but rewards are still RNG and vary by each person. We've seen most people get an exotic from Legendary an average of 5-12 runs. Since it's RNG though, you may sometimes have good luck and get exotics within your first few runs while other times it may take 20 or more.
Being efficient and getting a Platinum score by killing all Champions improves the chance of better rewards. The only guaranteed reward though is XP.
The thing to consider between Master and Legendary, is that Masters typically take more time to complete with more effort, so you'll likely get a fraction of them done compared to doing Legendary. It's a choice between more chances vs better odds.

I don't mind grinding Master lost sectors as I've found my own rhythm to finish most, if not all, of them efficiently. I always make sure to get Platinum. Over the past few days though, I've only been doing Masters (except for having to do one Legend just to get the triumph). I can usually do several Masters within an hour depending on which lost sector it is. My problem is that I am absolutely appalled that I have been grinding Master lost sectors over the past couple of days with no Exotic drops at all on any of my characters. I was fine with the grind until the weekly reset hit. Now I don't see a point if it's not going to drop anything at all.

We all go through patches of good and bad luck. There's no guarantee an exotic will drop in any particular number of completions regardless of what day or lost sector it is.
