They are two players who didn't migrate from Battle.net at the time and now are stuck in a sort of limbo.
The only workaround is to create a burn account, let it join your clan, promote it to founder so that you can leave.

So I would basically have to buy the game again, or just make a new account? Not sure how that would work exactly.

You don't have to buy or sign into the game with the dummy account. Creating a Steam ID, Sony PSN ID, or Microsoft XBL ID is free. Once the ID is created, log into Bungie.net with that ID to create the dummy Bungie.net profile, and have that profile join the clan, then promote it to Admin then Founder, and then you can leave. Keep in mind that the clan name will be forever locked after you do so.

This has been a long time, but I tried doing that, but for some reason the new account never receives the invite, nor is there any option on the clan page for the new account to join.
