I can however argue that certain exotics are tied to subclasses and conditions while other exotics have their own identity and properties. Heartshadow is a void weapon so it can use void properties just how a hunter can make others invis even though they're not using a void subclass. Certain exotics however seem to be made as to only proc or unlock a power when conditions are met.

And those specific exotics have the subclass type in their descriptions. Secant Filaments doesn't have a subclass in its description. The condition for Secant Filaments to grant devour, by description, is activating an Empowering Rift. The other perk of Secant Filaments is to grant Overload Shot for the duration of the Empowering Rift as long as you are standing in it. If it was supposed to be exclusively void empowering rifts they would have said so similarly to Mask of Bakris with the explicit mention of "Stasis subclass Dodge".
