I do wonder why the nightfalls don't implement a "your max light is X and you will always be Y levels under light level." instead of the light levels they employ now. It could fix their difficulty.

Because NFs and strikes are meant to rely on modifiers, not LL. LL is more for the end game content. The Heroic Strikes in D1 had both going for it, LL and modifiers, I think. I know for sure they had the modifiers because Daybreak was fun. So I’d say better and more modifiers. I’d say ratio it, weighted towards negative modifiers
