Dungeons/raids outside of VOW/duality are on a weekly rotation which means you’ll only have access to the higher difficulty when the raid/dungeon is in rotation.

Very dumb but it’s more so how they slow the process of people obtaining max light fast/everything they need. It’s how they keep people playing
