Cant view closing ceremony?

Was the closing ceremony a live event that only happened at reset or something? I have the quest step for it, Im at the tower, Ive walked all around the podium and Eva, Ive gone to orbit and back, did a strike and banked some medals and came back, and nothing. I went through the Guardian Games News posts and couldnt find an answer. Is it bugged or am I SoL?

No live event. From friday until the servers go offline for the new season you can claim the Title when standing in front of the podium if you want to count this as ceremony. Else, Zavala is taking away your questline, closing it, and does not do anything more with that.
