You may have to check your quest terminal (tower/helm) to see if its in the "abandoned" state. Check on all characters.
I've known this to help some people, sometimes its just cooked though :/

Thanks for the reply! I just checked the quest terminal and unfortunately the quest does not show up there. It shows up at the exo stranger but I can't claim it still.
