Trying to create a clan, keep getting this error
See the error in the link; its also saying its trying to use my xbox account, despite me being on pc since Forsaken

Are you using cross save? Because if your account was created on Xbox then you cross-saved to PC, you are still technically using your Xbox account. If you were to disable cross save and create a fresh steam / windows store account, then you'd be seeing the other platform.
