No bug, no issue. It is part of the Guardian Games that shows how many torches (based on color) you've lit over the week.

thank you for the reply! I assume that means other players can't see them and what do you mean by "based on color" and is there a way to remove them?

Hey there. The symbol on one shoulder will be bronze, silver, gold or platinum depending on which torches you have lit on one left side of the podium, for medals collected. The other shoulder will be the same for the torches on the right side, for the Competitive Nightfall score. I don't think you can remove it, it will go away on Tuesday's reset. I wonder if you remove the GG class item if it will disappear then? No idea.

I believe anyone in your fireteam can see them, though I don't know for certain. Based on the color and intensity of the icon you can tell, at a glance, which torches you've lit for the week. For example, from your image alone I can see you've lit both both platinum torches for the week. If you were to look at mine you'd see a plat and a gold. At this point, I do not know of a way to disable them.
