I'm experiencing the same problem, i run Elemental Charge to gain CWL, Reaping Wellmaker to gain wells and Lucent Blade to spend CWL but it's not working since the last update, i don't get CWL when i pick up the well.
This is all on the hunter void 3.0 subclass, the other two mods i use on the armor are Supercharged and Stacks on Stacks.

Personally youre wasting mod slot by having stacks on stacks and supercharged don't need both id just have one because is waste

yeah it's definitely overkill i admit, but i have to admit that in a lot of damage phases in which Lament is viable (i.e. Rhulk or both GoA Bosses), having quick access to 4 instant stacks has been helpful and i'm too lazy to swap them while i'm not doing those things lmao

If youre running protective light or anything that takes all your stacks i def wouldnt use supercharge

i'm only using lucent blade that takes away stacks one by one though
