Honestly they both do different things and they are both good at what they do, it just depends on play style. If you really think about it, using nothing manacles literally gives you access to all 3 aspects in one class. One of the aspects is being able to overcharge your grenades and thats exactly what nothing manacles does without requiring you to charge your grenade. Contra verse is a more steady and spammy approach as long as you land a hit. Both are great, contra verse is my go to only because The scatter grenades even with their tracking still suck. I don’t know where bungie claims to have fixed the tracking but scatters still barely track anything, they still suck and are only viable if you get direct hits or toss the grenade directly at your enemies feet. In a game where everyone moves at incredible speeds, I find it insanely difficult to use nothing manacles over contra verse with axioms that are just far better at tracking and dealing damage.
Anyway in pve I find myself using nothing manacles over contra verse hold. Pair that with the child of the gods and a weapon with demolitionist and you have infinite grenades. Like I said it comes down to play style. If I was to buff nothing manacles, it would honestly be another buff to its tracking. Thats all it really needs

I respectfully disagree, because like you said, tracking on the scatter is bad (tends to do more damage WITHOUT tracking) and you are going to want to always be using your grenades in a grenade build, so what's the purpose of using an exotic to store two. It could be that it would be better if scatter grenades were better, but the perk of two grenades still seems worse than increased grenade regen.
