A better idea would be to require a reason to kick someone, that will be investigated,and if you boot someone for no reason you will be banned

Not if you can back it up with audio or video proof And having to go through a lengthy kick process would deter such trolling -
Yes you could do this but is it worth the time and money that would be required to do it? Having to manually review everytime someone gets kicked from a fire team would be almost impossible without a massive team since it happens thousands of times a day. On top of that you could easily fake audio or a video if you really want to. That is if Bungie has the systems in place to track whenever someone gets kicked, if they don't then that's another thing they have to set up which adds to the already ridiculous cost.
