Quick question: are you running two monitors? If you click on the other monitor it will drop your frames. You have to click back on the game monitor to have the frames go back up. So for example; if you are running DIM (on google) and make some moves and using the transfer option, your frames will drop down to probably 30. Once you are done with DIM make sure to click back on the monitor with the game and your frames should go back up.

I am but if I just click in game it drops. I have a 3080ti and goes down to 20 fps

That does seem odd. I would check your display settings on the pc. It may have to do with which one you have selected as your primary monitor. That is pure speculation though. I wish I had an answer for you.
