So about a week ago I realized there was something wrong about TTD, randomly it decided to do the normal icarus dash animation (the one you do outside of super) and I couldn't icarus dash again for 4 seconds. It happens randomly so I don't think this is a bug, because it takes a random amount of prior icarus dashes for this to happen, and the fact that it's much slower This seems to happen if you spam icarus dash while in super https://youtu.be/rzwrjD0ywlw - video to show the issue
