The name change feature has not been rolled out yet. At this time there is no way to change a Bungie name, however, that feature is being rolled out soon. Keep an eye on the TWaB and official Twitters for updates.

Thank you. My steam name and blizzard/arena account name was in no way offensive and in no way violated TOC of any kind, so it's weird that I got stuck with this name. Thanks for the msg.
