This is how the system works. You play some pvp. You are lagging in match after match ruining those games for others who then reported you to Bungie. These reports over multiple matches even days build up to a point your account if flagged for investigation by Bungie SRT. This investigation finds that you have been suffering from lag and ruining the game for others so a warning is issued. Do not deny it but you did get a stand alone warning that popped up in the centre of the screen the first time you played pvp after the investigation found grounds to issue it. Be it "I did not get a warning".... no you did but like a lot of people skipped past it in a rush to play or "I don't see anything wrong when I play".. but you were lagging to others. You carried on playing. You ruined more matches for up to 11 others atva time -blam!- you and like the last time these built up until your account was flagged. You were investigated again (yes Bungie knows people report others for sad reasons like losing a match to them hence the investigations) and again found to be lagging so a second warning is issued this time with a 2 week restriction added. This restriction is to act as a incentive for you to fix your Internet and to keep you away from other pvp players until you do. You issued a appeal which would have asked Bungie SRT to review your case but they found grounds that the restriction was issued for valid reasons. Now fix your Internet or stay out of pvp as from now on every time Bungie has to issue you another warning it comes with a 2 month pvp restriction.
