No bug it is working as intended.
You can only scan 1 set per week

Then all you can do it go and check all 15 scannable this will then give you "Another Link in the Chain" triumph then after Tesdat reset check all 15 again and you will get the last. Do not follow a guide just check all 15 and you will get it done.
