Hawkmoon and DMT are not being removed. Only the activities for acquiring them will be removed with the release of Witch Queen. The exotics will then be sold by Xur and will require players to own Beyond Light to purchase. Their catalysts will be acquired from Vanguard, Gambit, and Crucible playlists.
