When I go to social spaces, like The Tower, there are never any players there, and when I attempt to find other guardians via matchmaking, it never finds any players and just times out.
I have read this guide: https://help.bungie.net/hc/en-us/articles/360049496751#nat-types-0-1 and it didn't offer much useful info. I can confirm I have UPnP turned on and NAT type set to Open in my router. My router doesn't show any UPnP ports opened up by Destiny 2 while it is running.
The game doesn't show any error messages at any point in time.
I have tried resetting/restarting all relevant devices (modem, router, PC). I have tried re-installing Destiny 2.
What further steps can I take to troubleshoot this issue?
Are there any networking logs or debug info I can look at that may give a clue as to what is going wrong?

@Crisidelm Suggested I make sure Network Discovery was turned on in Windows. I can confirm that it was already turned on, and when I (by following this post: https://www.bungie.net/en/Forums/Post/255495441) view my router settings in Windows Network, I can see 4 TCP and 9 UDP ports configured.

Make sure Network Discovery is enabled in your Windows.
