Your previous 2+ restrictions (as well as an initial popup on screen even before the 1st restriction) are you warnings. Bungie doesn’t/shouldn’t need to give you any more warnings to let you know that your connection IS a problem…otherwise, you wouldn’t continue to get restricted. Use this time away from pvp to fully improve/stabilize your connection.
