You still have access to that dlc on PC but D2 was removed from the XB side of the games pass last year.
This was Microsoft's decision so take it up with them.
If you want the dlc on the XB you have to buy it instead of renting it buy using the pass.

I think it was a bad move. To gladly take money from the subscribers then take more money. They could have at least let us continue to have access to the content

You did not own the licences to that content you only had access to them through the games pass. The games pass is like any TV streaming service (Netflix, Disney+) as they allow you to watch what they have but they do remove old content and once gone they will not send you a dvd just because you watched it. As I said the decision was Microsofts. If you want that content you need to own the licences to it and that means you buying it not renting it.

I might get back into it when the prices drop until then I'm going to mothball the old D2 again
