They didn't make this change with the sole purpose of allowing exotics with no catalyst to create orbs, they specifically said that the new weapon crafting system [quote]will encourage you to use many different weapons and ask you to burn hard-earned Masterwork materials on a weapon that you may only be using for a few hours, just to generate Orbs.[/quote] So they didn't want people complaining about having to waste mats on weapons they wouldn't be using for that long. And this solution they came up with is still really bad. All they had to do was remove the requirement of creating orbs with weapons they expect players to only use for a few hours. Why not just come up with some other arbitrary requirement for the weapon system, maybe something like, i don't know, getting X number of kills.
