Considering the article hasn’t been updated since 2015 with any kind of confirmation from Bungie, I can assume it isn’t confirmed. It could just be a coincidence and the Last City is like Springfield in the Simpsons. It could be anywhere or nowhere. It’s location just looks cool to have a mountain next to us, and symmetrical night and day times was just to have an equal amount of both times of day so in the accelerated time of the Tower the night didn’t end in 5 minutes. I’m not saying it’s not true that the tower is in Chile. Just that sometimes we can see what we want to see. Patterns and clues where none were intended. I had always assumed the city was in Europe somewhere. Possibly Eastern Europe. Close to the cosmodrome, but not too close. Still needing flying transportation. No science behind it. Just a feeling.

  • The Cosmodrome is in Russia. The Last City is in Switzerland. You can tell by the signs.

  • To be honest I'm in agreement with you. It's an odd fixation and the cultural element kinda reinforces the points you're making. From a cultural standpoint such as architecture, language, and archetypes it does heavily indicate the Eurasian continent. I think the only references to the Americas, culturally, is the Tlaloc ornament and Festival of the Lost. Its fine but if people really believe its in Chile then these elements shouldn't be missing, realistically.
