The season passes are bound at the time of purchase to the save file active at that time. So, if you bought, then activated cross save, your season passes would be bound to your steam save file.
Your options for accessing the season passes now, would be to either disable cross save and use your Steam save file's progression and characters or buy the digital deluxe on PlayStation to bind those passes to your currently active save.

Thanks. If cross play remains enabled and I continue using Steam with my PS4 characters, which platform should new seasonal content (i.e. the Witch Queen) be purchased on?

Now that you are cross-saved it won't matter for the passes. Expansions buy where you play them. As long as CrossSave is on your passes will always be added to your Active save

Thanks. In which case it’s still unclear why the Deluxe Upgrade did not apply to the Active Save file given I purchased this AFTER I enabled Cross Save. Shouldn’t the Season 12 to 15 content been enabled on the PS4 characters on Steam?

[i]After the purchase, I enabled Cross Save[/i][/quote] If the season passes are not available now, with cross save active, and you bought the Steam Beyond Light Digital Deluxe, the explanation is they were bound to the Steam save on purchase. Had you enabled cross save, and then bought it, they would be playable on your PSN save.
