Was your consumables inventory full when you turned in the quest? Ciphers won't go to the Postmaster. And if that is what happened then you'll have to wait until tomorrow's reset to get the quest again as it is once per account per week.

No i had like 2 extra spots in my inventory. Ok hopefully I can pick it up when xur comes back. Thanks hopefully the quest shows up again. :)
