The forsaken campaign is free, not forsaken itself. As others have said you should be able to start the campaign either through the last call mission node on the tangled shore or, if it is not there, by checking the quest archive for the forsaken campaign quest.

but is the raid and te dungeon free?

No, there is a separate Forsaken Pack that will be made available, if it is not already, that will allow access to Last Wish and Shattered Throne.
