While im not certain i would assume this is an internal programming thing. Most likely because overflow can be found on many different weapons, so when it procs its pulling directly from the Overflow code and not from the gun. So therefor overflow would not proc vorpal on anything else, but i think it procs things like Multi kill clip and the like so i dont know. Perhaps someone who has the same perks on a diff weapon could test that out?
