1) Arcite and Dahlia.
They really don't have a Story, it's more of World Lore. Meaning it gives Arcite a background. Which is they are the only 2 Frames that developed a Need for Battle, nearly becoming Sentient, like Rasputin, Fail Safe. There's not much of a Story there. Well, not enough for a DLC.
2) Rasputin.
Rasputin is a Complex Sentient WarMind. Putting the Remnants of his Mind in an Exo Brain is highly Complex. An Exo mind wasn't designed to hold a Being like Rasputin as his mind stretches from Planets to Moons. Anything within SOL. He will most likely make an Appearance in a Season in WQ.
3) the 2 Factions.
Concordats is an Extinct Cult that was Taken in by FWC.
Lysander, in Lore, is still in Exile. Given what happened in S14, the Factions are gone. Only possible thing Faction wise, would be in LightFall.

There are various Hidden reports of Concordat sympathisers rallying out in the wilderness as mentioned in the grimoire card for the Lysander's Cry. Their members weren't taken in by the FWC either, they merely took over the Concordat's seat. All we know about the Concordat is that, their whole ideal was about putting Guardians in charge of the Tower and city (https://www.youtube.com/watch?v=J6HO6nr64EA&list=PLgz8LYQeF04LItlIlduTsatmDMJnZ2x_P&index=10 12:54), Lysander didn't like Osiris or the Speaker (hence the coup) and that they're rallying some forces in the wilds and trying to tempt Guardians in the tower to support them.

Seeing as Guardians effectively run the city currently, Lysander returning to put them in power is pointless. That bit of lore is just fluff. A lot of the background lore is fluff. They used it to make up for how little relevant lore they had.

In D1 there was a handful of lore hinting at an Arcite and Dahlia story arc. In my opinion bungie was suggesting that they are/sub minds who transferred into frames during the collapse. If it was just world lore, I dont think they would have made multiple lore entries and emphasized how unique they are compared to other frames. Exo Rasputin is eventually going to happen, during season of arrivals that was part of the final story mission. We helped Anna salvage Rasputin and collect an experimental exo body so she could transfer him into an exo body. I believe last dawning had a small lore entry suggesting Anna was making progress on the transfer. Also Pre D2 bungie had concept art of exo Rasputin

That's what makes them unique. Seeing Arcite, a Crucible Redjack, act as a Vendor was Unique. His mind was Never wiped because he began to show signs of Sentient's. Believing that Subminds took them over was a misconception. Besides, the Subminds (Besides the Venus Mind) are all still Dormant. Rasputin hasn't woken them up yet. The Concept art of Rasputin, is a Golem that he was using as a Avatar. If you read the Original Story, you'd discover later in the Story that it was just an Avatar while Rasputin was this Massive Mind.

When Ana found Rasputin and put him into a pillory engram, her Ghost could not get the full warmind. So whatever ends up in an Exo body, will only be a fraction of the original Rasputin. Just like Felwinter was just a fraction, or one Subroutine. But, funfact, when Jinju transferred the warmind into the engram, it did burst with light so it might have gotten mixed into the engram. Whatever Exo body that Engram gets transferred into, it might very well be a lightbearer-warmind hybrid just like Felwinter.

No. He used the Golems (each had a specific purpose) to understand Humanity on a 1 on 1 level, to experience what a human experience's. Which is why he Refers to Felwinter as a Son, as the Golem is an extension of himself, like how children or extensions of parents.

kinda if you read the lore book The Liar it kinda describes the GOLEMs as like idk what makes sense in my head is a sensory limb for Rasputin to get a "taste" of the human culture. Rasputin created felwinter with the knowledge that he couldn't completely condense himself into a single mind. The lore book suggests that there were more than one "felwinter" though that does make me wonder why The Traveler specifically chose Felwinter out of all the other GOLEMs
