Please go to https://live.xbox.com and log in using the credentials you're using; please do so manually, don't use your saved username/password. If the Gamertag matches your usual gamertag, then come here to Bungie.net, go to your Account Linking section of your Bungie.net settings and then link your XBL ID.
If the Gamertag doesn't match on Xbox.com, then you're logging in with the wrong XBL ID.

I found the issue… my xbox live account is linked to a very old email that I forgot I had. Thank you for your help
