All data is locked onto the account it was created on and can not be transferred.
And Bungie will not do it for you for any reason.

can't it be overwritten like as if I'm linking my steam Bungie acc to PC? I thought it could work like that...

No. Cross save is only for different platforms in D2. Not for accounts on the same platform. Cross save also does not transfer data to another account it only allows you to access your chosen accounts data on another linked platform with that platforms save data becoming dormant not overwritten.
