Nah, it’s mostly boss design. All our current boss fights are sprints against bosses with very small DPS windows. That’s not where whisper shines.
It does need a little help though, like a lot of Y1 exotics. I’d give it back it’s infinite ammo but make it so that it only has 5-6 ammo total.

It's problem isn't running out of ammo. That buff won't help it.

No, but it gives it a niche using its original style. A gun that gifts you rounds through a secret magic given form by Xol. Infinite ammo is pretty cool. It would help it in GM’s especially as bosses are extremely tanky in there. Your statement of how that wouldn’t necessarily make it amazing goes to my other point. Current encounter design limits the amount of guns that are actually viable. The only one with unique DPS requirements is Atheon benefiting non-precision weapon’s greatly. Every DPS in modern destiny is a short burst of DPS versus target’s with fairly low health pools compared to our weapons and other similarly styled games. Templar can be destroyed in less than a minute with a halfway decent fire team. As an extended damage phase my mind goes back to two examples: Escalation Protocol bosses and Scourge of the Past’s final boss. Both have extended DPS phases compared to what we have currently.
