Hey,
Are you unable to pick up the quest, or does Xur not have the quest at all?

Then it's likely you've abandoned the quest with that character. The only other reasons why Xur wouldn't have the quest are either you already have the quest, or you've already completed it that weekend. You will need to complete the quest you've abandoned before Xur will give you another. This can only be done by picking it up with a different character. If you are unable to pick up the quest with any of your characters, then your best option might be to wait for Bungie to change the quest so that it can be recovered from the Quest Archive.

There is no quest in the abandoned quest archive. Also, it has been about 2 seasons since I have been able to pick up the quest because it has not been there. Also, I never abandoned said quest. When I went to Xur I still had an exotic cypher on me but it allowed me to pick up the quest. That is when it disappeared.

Correct, Xenology does not, and has never gone to the Quest Archive. This is why I said your best option might be to wait for Bungie to change the quest so that it can be retrieved from the Quest Archive. Collecting a cipher after picking up the quest would not affect the quest itself. You would only be unable to complete the quest until you spent the cipher in your inventory, or, if this happened before the fix, you would have lost the cipher from the completed quest. Xur does not have the quest because your character still has one attached to them, you will need to complete it before Xur will give you another. Are you unable to pick it up with any of your characters?

Just to be clear, because the game screwed up and gave me the quest but didn't put it into my inventory, does that mean I am screwed and can't get the quest on my main until Bungie gets around to fixing this? If that is the case, are they aware this is an issue?

If you can pick it up with your other characters, then you should do so and complete it. After collecting the cipher, Xur would again have the quest available for all of your characters the next time he returns. Bungie is aware that if players abandon the quest with their characters, then those characters are soft-locked out of the quest.

A fresh character should be able to acquire and complete Xenology, restoring the quest for other characters. If you already have 3 characters, yea would need to delete one in order to create a fresh character.

Delete a character that I have had for 4 years... yea, that a not going to happen.

If you can pick it up on another character, them completing it would restore it for all characters. If you are unable to pick it up on another character and unwilling to delete an existing character, you will need to wait for a fix from Bungie.
