Won't happen because it would incorrectly punish people who's internet just goes out at random times and there already is restrictions in place if you leave games early for games like gambit or even Comp. If you leave early in the game twice in a row you receive a restriction.

Hello, There will not be any punishment for people with bad connections because there is a way for Bungie to see who was disconnected. That is why there is a report choice for bad connection and more. What I want is for the people who leave the game. Even if their efficiency drops it is still going to be better than what it is now, for there is nothing now that stops players from leaving. ^^

The first time leaving should be a 30-minute time out. The second and subsequent should be 24 hours.
