Yeah, I'm having the same problem. Upon googling it seems like Bungie said they were investigating this issue almost a year ago. Did they not fix it? Have they just forgotten about it?
Some feedback from community mods would be appreciated.

Looks like it's working for me today. First time I was able to check since my last post. Not sure if it was the reset, logging out of destiny and restarting my PS4, finishing bounties, or what. But there is hope! It just might take longer than it should.
