Hi there. The 30th anniversary pack is licensed DLC like the expansions, so you would have to purchase it on other platforms as well if you want to access the content there.

Or is it limited to the activities such as the dungeon etc…?

You can still use weapons that were earned; it's just the content itself would be unavailable.
