Scouts I get but I could never figure out why they buffed hand cannons. They are dominate in both pve and pvp, maybe 180s needed a buff but everything else was fine.
I'd say scouts and pulses were generally to week, especially the slower firing ones.

Because you can't 1 shot headshot any red bar with a hand cannon. That's a change they made with Shadowkeep that was unnecessary.

Everyone is finishing champions in GMs and lost sectors in order to get heavy and save ammo.
