Are you playing with or without the disk? If you're playing with the disk, please uninstall it then install the fully-digital version from the store.
If you're using the fully-digital version from the store, make sure you go and download it yourself using your account from the store.

I'm digital, so I need to purchase the other expansion too? (The third expansion works even if it's from a different account)

You didn't mention expansions being the issue in your initial post. If expansions are the issue, then you'll need to make sure the console is set as the other person's primary Playstation. Please restore the licenses using both accounts to insure that the installed full version of Destiny 2 is being read correctly. After doing so, have the person that owns the expansions to make sure the console is set. If you continue to have licensing issues, you'll need to contact Sony. Destiny 2 and the service used to verify your licenses are pulled from Sony's licensing system; if the game is repeatedly telling you that you're missing the license for something, it's because Sony's system is saying you don't have full access to it.
