I'm having the same issue, except that started happening all of a sudden. I have 1k plus hours on the game and up until last week I was able to have 40 - 50 fps on medium settings. Now the game no matter where I'm, even in orbit, it goes 9 - 12 fps. Yesterday went back to the usual 40 - 50, even played some crucible and it was smooth. Now its back to the 9 - 12 fps.
