I would argue that whisper is not actually useless, but the encounter design just dont really help it anymore. It can be really good, but not everywhere.
A better argument would be sleeper. A guk that got nerfed so bad, they needed to buff it back.

whisper is too slow and ammo is not great + you can do the same or more dmg with weapons that dont need to hit crits so yeah whisper is bad now

True, but it does the biggest DPS in the game. The gun is not bad. The encounter design just doesnt help it anymore.
