Get on PS4, go to the Tower and buy Anarchy from the Monument. Then get on PC and use it...

That doesn't work. Even if you bought it on PS4 (where you have the license) it will be locked on PC (where you don't have the license). That it is in your inventory doesn't matter, you can't equip and use it on PC aslong you don't have the expansion there.

Bullshit. Never put a dollar in th PC version and yet I can play with every weapon and armor I got on XBOX.

It shouldn’t be doing that. I used to play on both pc and PlayStation 4 and had no issues with weapons being locked. To be fair I haven’t really jumped on pc since beyond light came out since I’m on ps5 so I don’t know if they changed anything. But from what I can remember, I could not access dlc content but anything I earned such as weapons, emblems etc was accessible still even without owning the license on steam. You just couldn’t touch any of the raids and content tied to those dlc’s.

Correct, you can't play content that requires the expansion, but any weapons or armor you have, you can use. Content includes the strikes, raids, dungeons, and subclasses.
