This is not within Bungie's control. When you purchase an expansion from the PlayStation store, for example, Sony is granting you a license to access that content on their platform. Bungie is not the one handling this license, so Cross Save cannot transfer the license to another platform. Each platform requires that you purchase a license for that platform, just like games in general.

Well explained. I sometimes don't get why people don't understand the licensing system which is as clear as day and night. My analogy is that if you buy a cinema ticket from one chain for a movie, you cannot see the same movie in another cinema chain... that's how cross platform game licensing works. The only workaround would be if the license is transferable via an agreement between Bungie, Microsoft, Sony, etc.
