You can overlevel them if you truly want to, but the are intended to do 10-15 lightlevel under recommended. (For GMs you are 25 under by default)

Are we talking about what is perceived as overleveling? Or are we talking about the fact that we can no longer hit the max rank (equal to the highest activity) with just gear alone? I mean, in order to "overlevel" 10-15 levels under (hilarious) you have to grind XP. Does that not seem odd to you? Think of an MMO. In MMO's in order to do the end game content, you need gear. It's gear score or whatever equivalent. It's not just simply "random xp levels". That is so primitive. Why does my gear score hit a brick wall and I am forced to grind random XP? Could it be because it takes forever and Bungie wants nothing more than for me to spend as much time as possible on the game without ever being rewarded properly? I mean think about the GM rewards this week. They are the same as last season, only there are 3 of them AT ONCE, meaning it's even worse. They are D1 weapons, but all 3 at once to ensure you spend as much time as possible and never get the item you want, or mainly, the roll you want on that item.

On one hand you are right, but the issue is WoW does have a sort of "artifact power" grind requirement to hit end game like D2 (in a way). So 'technically' an MMO does do that. ... That being said its extremely unpopular in WoW and sub numbers have been tanking since they implemented it.

I am not all to interested in theories behind the reasoning. Destiny does things very differently from other mmos, and it has for years now. All im saying is that master raids are intended to do 10,15 ll under recommended. Now you could spend an insane amount of time to actually reach recommended, but that is a waste amd not necessary at all.
