Verifying the integrity of the game files reveals no missing files. Relaunching the game after this check reveals nothing new on NTTE. I remember seeing it a while ago in my inventory some months ago but couldn't apply it. Now it's gone entirely. It's concerning in a way, but now it seems Steam's only marked me as purchasing the Pre-Order pack? It's fishy.

Hmm ok. Can you provide a screenshot of your DLCs installed and the appearance tab of the weapon showing nothing there? Imgur or Twitter works best. I’ll then pass this to player support and see if they can help you.

Preorder pack doesn’t come with the ornament. The deluxe edition comes with it. And from the looks of your image, I’m not seeing any deluxe edition dlc in there.

See, yeah, I get that-- as I mentioned briefly, Steam doesn't seem to remember. I remember, though, having the ornament in the appropriate section and being unable to apply it. There was a previous post with evidence to this: https://www.bungie.net/en/Forums/Post/258437174? I sure hope this helps.
