Honestly, all that needs to be done is in PvP, let the max mag size be 2 shots and have the ammo regeneration take 15 seconds per bullet (or higher if that's still too OP), but the gun has to be out the [i]entire[/i] time in order to generate a bullet (and reset the clock if you switch guns). Makes it a nice risk / reward exotic. --- Or! You could make it really wacky and make the timer 5 seconds to regenerate, but the gun could only hold a single bullet and that bullet is lost as soon as it's stowed. That would mean you HAVE commit to a snipe for 5 seconds and then get the headshot or else you're SOL.

This in conjunction with requiring primary kills just makes for a confusing & overly complex experience. This would effectively kill the weapon, before it ever touches the sandbox. You don’t want players to earn a weapon that basically has such a narrow space to be viable, you’re better off running a blue sniper. My personal goal was to revive the concept, and give it a proper place. allow players an opportunity to earn rounds in the magazine, through gunplay. And spend those bullets where it counts. That’s why starting out with zero rounds was something I personally built the concept around. It’s an exotic, when means that should always be the focal point of your build. You want to shoot the weapon. Take a moment to look over what’s currently viable in the Exotic sandbox and you start to realize that this isn’t something to really worry too much about. It’ll be strong in the right hands, but so will any other weapon. In the same way Sturm is only at its peak potential, when paired with drang. The same rule can apply here. :-) Also; 15 seconds in game is wayyyy too long. 4 seconds can feel like 30. So 2.5 is a sweet spot. It’s already double that of the TTK of most weapons in game. So one would need to get a kill, back off for a moment, and get their ammo back. At which point; they still have to worry about other snipers, flinch, missing (because the ammo won’t just come back after you miss), etc. if you really step back for a moment and take a closer look; this is actually 90% a PvE weapon. With the added bonus of being skill based in PvP.
