It's been like that since day one. It sucks and it nearly spoiled my first Solo Flawless run.
Bungle doesn't seem to care about it.
And although they stated in the last TWAB they have fixed the teleporting issue for enemies, like this:

He does teleport in phase 2 or 3 but if you stay right in the back he won't catch you and you have time to jump up and escape.

I've had him teleport right to me at the first time I have dropped down too. Now I jump down and then jump back up again after a few seconds and then see where he is before proceeding.
