It's not possible. Up to a point, you could freely jump back and forth between generations, but when the older systems were left behind, with Rise Of Iron not being on the last-gen systems, progress between the two console generations was split. That means your PS4 data and PS3 data are now totally separate from each other.

thanks for the answer, thats actually super exciting! iv done some very foolish dismantles, and itll be a fun surprise to see whats in my vault/what i have to work with. good reason to grind some more of my favorite content as well :D
