TBH I kind of feel like higher difficulty exotics should be stronger than other exotics. Quest exotics should be more powerful than world drop exotics. And raid exotics should be stronger than every weapon in the game. It just makes sense to me that the more difficult an activity is the more powerful the reward should be.
