I didn't get great performance but more consistent 80-185 fps depending on the area (did not test thieves landing). I'm running a 6800 on max settings 1080p
if you edit you cvars.xml and and change <cvar name="force_enable_multi_threaded_render_submit" value="2"/> ; note the 2 and not the 1 it takes out screen flickering and is much more stable.
here is the path C:\Users\"User Name"\AppData\Roaming\Bungie\DestinyPC\prefs\cvars.xml

The situation seems to be better but not fixed, i get a better framerate with less spikes but in some maps i still get only 80 fps which are also inconstant. I think Bungie should fix to fix this issue as soon as possible, but thank to your advice the situation seems a bit better but absolutely no fixed.

100% agreed its a bungie or driver issue or even both but I'll at least take less spikes for now
