When I opened Destiny up 5 minutes ago it said that this week was the last week to get the seal?

This is the last week if you wish the purchase the physical seal from the Bungie store, yes. But if you wish to just earn the seal, you have until the end of season 15.

Have you or anyone else heard about issues with not being able to scan week 3 scannables even after weekly reset? Ive been having that issue for weeks now and it still wont let me. Completed and collected both triumphs for first and second week and still nothing

Most of the issues stem from when the triumph was claimed. When you're able to get the next set of scannables depends on when the previous triumph was [i]claimed[/i], not when it was completed. So if you, for example, completed the triumph (Another Link in the Chain) last week, but [i]claimed[/i] the triumph any time this week after Tuesday at 10am PT, then you will have to wait until next week to scan the third set (All the Scattered Pieces).

I see, that is probably what happened to me then. So what you're saying, if I'm reading this right is: the chosen title is still obtainable even though I will not be able to complete the seal this week given the aforementioned triumph interaction ?

Yes that’s correct. The seal can be completed through season 15.
